Google Search Console: how to add users
Only owners can add users in Search Console. Full user for the agency, owner stays with you. Cap: 100 non-owners.
Google Search Console: you can add users only if you are an owner of the property. Full users and restricted users never see Users and permissions. Cap: 100 non-owners per property. The address must be a Google account, not a mailing list.
Open Search Console: https://search.google.com/search-console. Top left, pick the right property, domain or URL-prefix.
1. Settings, bottom of the left nav
Scroll the left menu to the bottom. Click Settings.
2. Users and permissions
Under property settings, click Users and permissions. If that row is missing, you are not an owner. Someone with owner rights has to add you first, or you verify the property yourself.
3. Add user
Top right, Add user. Enter the Google account email. Pick a permission. Save. Access is immediate. No confirmation link.
Which permission to grant

For an agency: Full user. Owner stays with you. Giving Owner to the agency is handing over the keyring.
